Clarification on the protests regarding the awarding of the new Emergency Service of the Civil Protection Unit of San Javier (24/05/2019)

The Central Court of Contracts of the Public Administration has resolved in favor of the City Council the six allegations submitted to the specifications for the new contract

The new service improves on "quantity and quality" the previous

The Emergency Service does not affect in any way the relationship of the City of San Javier with the Fire Extinguishing Consortium

The ambulance service is maintained with 3 ambulances 24 hours, in San Javier and 2 in La Manga, and two other municipal service reinforcement, one in each locality

The non-subrogation of workers in the new contract, is supported by the Central Court of Contracts of Public Administration to consider different the object of the new contract

The head and the coordinator of the Civil Protection Unit of San Javier, Fernando Postigo and Sergio Gil, respectively, assured today that the new award by the City of San Javier of the Emergency Service of said Unit "improves in quantity and quality" municipal services in matters of rescue and emergencies in the municipality.

They also explained that the new company awarded the service, OffShore Special Services (OSS), assumes all the functions that until now were provided by three different contracts that included rescue and surveillance on beaches, in swimming pools, and the SAMUR service, now unified in a only contract

Those responsible for Civil Protection of San Javier explained that the new model "is comprehensive and versatile" so that all the infrastructure and personnel provided by the winning company will be professionally trained to act in both a maritime rescue, surveillance on beaches or pools, and in a preventive party, among other functions of the service.

They also clarified that "in no case does the new Service affect the Fire Fighting Consortium of which San Javier has formed and will continue to be a part" and that "there is no intention to invade any of its competences within the activities of the Unit of Civil protection".

They have informed a group of Consorcio workers with whom the mayor of San Javier, José Miguel Luengo, met after the protest in which they participated together with a group of SAMUR workers, who demanded continuity in their work. jobs.

In this sense they have clarified that the workers belong to a private company with which the City Council has contracted the service until next May 31 and have defended the legality of the specifications of the new contract that has been endorsed by the Central Contracts Court of the Public Administration.

The Court has given the reason to the specifications of the City Council in the resolution of the six allegations presented to it.

One of the arguments defended the subrogation of personnel, which the workers demand and that the Court dismisses when considering the object of the new contract different.

They have also pointed out that many of the workers who currently provide the service opt for the selection of personnel that the new company is carrying out.

Finally, they have emphatically denied that the new service will lower the quality of the previous one.

"The specifications are public and improvements are clearly seen, in addition to those introduced by the winning company."

About the ambulance service they have stated that the Murciano Health Service, which has the competence in the matter, has as of now three ambulances, two of them Basic Life Support in San Javier and two others in La Manga del Mar Menor, in both cases 24 hours a day.

In addition, the new service maintains the municipal reinforcement with another ambulance for San Javier, 24 hours, and another in La Manga del Mar Menor during the summer season, which has been extended in the new contract.
