Citizens San Javier denounces that the government team fails to comply with the Contract Law on institutional advertising (11/10/2019)

The municipal group of Citizens has denounced today "the repeated breach of the Contract Law by the PP government team."

Its spokesman, Víctor Pérez, considers that “in terms of institutional advertising, we cannot consent that only the Government team - and not the rest of the Corporation or the municipality as a whole - are those favored by an award without an administrative contract to a local newspaper that has cost 24,000 euros in the last year alone â€.

In his opinion, this amount for the provision of an institutional advertising service in periodic format “far exceeds the amount set by the Public Sector Contract Law, and in addition there has been the disbursement of public money without having a contract with a detailed specification â€.

The total amount invoiced, according to the data collected by Cs, is 23,958 euros during the last year, when the amount for minor contracts established by law is 15,000 euros.

From the orange municipal group they consider that “management vices are being reproduced that were already indicated in the City Hall Economic Audit that was presented in January of this year and that was promoted by our group to analyze the period 2007-2016 forâ€.

Among these “vicesâ€, Pérez has highlighted “the succession of minor contracts without going through a hiring processâ€.

In addition, the municipal group considers that the return of this process - theoretically, giving neutral information about the municipal activity - “is not being fulfilled, since it is practically only directed towards the government team of the Popular Party, leaving aside the rest of political forces that make up the Plenary. â€

Pérez has shown his "concern" about what he describes as "partisan use of media with public money" and considers that institutional advertising "must always be governed by the principles of neutrality, transparency and good governance."

In his opinion, "the way to correct this partisan drift would be to write a technical document covering this type of contracting and to democratize the information that must reach the citizens."
