Plenary approves motions against the transfer of the San Javier Gender Violence Court, energy poverty, the fight against AIDS and the Parental Alienation Syndrome (22/12/2016)

The Plenum of the City of San Javier today unanimously approved by all municipal political groups a motion in which they express their position contrary to the comarcalización of the Court of Gender Violence in which they urge the Superior Court of Justice of Murcia and the regional government To transfer to the Ministry of Justice and to the General Council of the Judiciary the request to maintain the Court of the Judicial Party of San Javier, which currently assumes competence in the attention of Gender Violence.

The motion presented by groups Ganar San Javier, Socialist and Citizens-C's, which was joined by the Popular group, rejects the statistical criteria that lead the TSJ to comarcalize the court by moving it to Cartagena.

The motion recalls in its explanatory memorandum that the Victims Statute already states that women who are victims of gender-based violence and their children, given their special vulnerability, should be offered maximum facilities for the exercise and protection of their rights , And that the transfer of the Court to Cartagena would mean "a clear departure from the victim regarding the justice that must protect and protect them."

The motion also recalls that the Court of San Javier serves women of San Javier, San Pedro del Pinatar, Los Alcazares and Torre Pacheco and that if it were included in the Court of Cartagena would increase the workload for this Court , With the corresponding extension of judicial response time.

Against energy poverty

The municipal groups also agreed to unanimously support a motion, presented by the Socialist group, regarding the implementation of measures aimed at alleviating energy poverty and its consequences.

The motion agrees that the City of San Javier establish preventive measures so that the aid can be perceived, by families who need it, month by month instead of once a year.

The agreement includes that the City Council is favorable to sign agreements with different electric operators so that they are obliged to communicate in the first place to the City Council the light cuts envisaged, so that the Social Services can act preventively.

The motion also includes urging the Government of Spain to reduce the VAT of the electric bill that is at 21%, and that the City of San Javier collect an emergency fund in the next budgets to ensure the supply of electricity to the families Vulnerable.

In favor of the fight against AIDS

On the proposal of the Ganar San Javier group, a motion was unanimously approved on the prevention and fight against AIDS at the municipal level, in which it was agreed that San Javier should be added to the cities that intend to reach the objectives 90-90 -90 for 2020 against AIDS, which means adhering to the Paris Declaration, which aims to end the AIDS epidemic in 2030. The motion also includes urging the regional government to facilitate rapid testing of HIV in health centers. Health, guarantee the rights of people with HIV, to carry out specific prevention programs, to guarantee shelter and food for the treatment of persons in a social emergency, and to activate the Regional Advisory Committee on HIV / AIDS .

Against Parental Alienation Syndrome

The Plenary also approved a motion presented by the Socialist group in which it is agreed to urge the Government of Spain to go to the General Council of the Judiciary to eliminate the application of sentences based on "a false Parental Alienation Syndrome, no Recognized by the WHO, "and urge the Interior Ministry to remove from the dependencies of the State Corps and Security Forces the explanatory signs about the false Syndrome" that conditions and offers to the victims of gender violence when they are providing declaration".

In her explanatory statement the motion states that terms such as parental alienation "are serving to blame women for the fears or reasonable anguish of the boys and girls towards their violent father."
