The Plenary Session of the San Javier City Council today ruled in favor of the permanent prison reviewable through a motion presented by the Popular group that was approved with the votes in favor of the Popular group, the abstention of the Citizens-C group and the votes in Against the Socialist groups and Win San Javier, during the ordinary session of the Plenary held this morning in which the council was not attached.
The motion, motivated by the appeal of unconstitutionality presented by several parliamentary groups before the Constitutional Court on the permanent reviewable pressure introduced in the Penal Code through the Organic Law 1/2015, of March 30, agrees to express the support of the Plenary to the figure of the reviewable permanent prison and urge the different parliamentary groups with representation in the Congress of Deputies to consider their position on the repeal of it.
Citizens-C's group presented an amendment to the motion, which was rejected by the rest of the groups, regarding the minimum term of imprisonment of the convicts prior to the review by a Court of the personal situation of the convicted.
95% bonus in the ICIO for irrigation improvement works of the Irrigation Community of Campo de Cartagena
The Plenary unanimously approved of all the groups a Mayor's motion in which the works promoted by the Community of Irrigators of the Campo de Cartagena for the installation of a new irrigation network and connection with the existing infrastructure for the integration of sector III-B, an area located in the Torre Saavedra site, polygons 16 and 17 of the cadastre plans of San Javier.
The agreement also responds to the request of the Community of Irrigators on the exemption or bonus of the Tax on Installations, Constructions and Works, ICIO, for the works, granting a bonus of 95 percent of the quota of the aforementioned municipal tax.
The councilman of Agriculture, Sergio Martinez, who introduced the motion, stressed that the works represent a significant improvement in part of the irrigated land of San Javier, directly benefiting 45 neighboring farmers and an area of ​​465 hectares, so they are considered of social interest and promotion of employment and improvement of the economy of the municipality.
Martínez pointed out "the direct environmental benefit of the works, through the regeneration of the Mar Menor", and recalled that "they constitute another step in the search for achieving the zero discharge to the Mar Menor, since they are related to the reuse of the purified water coming from the San Javier WWTP ".
Other matters of the Plenary
Among the agreements of the Plenary held this morning at the City of San Javier is the decision to leave on the table a motion presented by the group Citizens-C's on the reinforcement of controls in the municipality of the bacterium "Xilella Fastidiosa", considered a serious international threat to citrus, fruit, vine and olive crops, among others.
The petition to leave the motion on the table, which was raised by the socialist group with the intention of strengthening its content, was approved with the votes in favor of the Socialist group, against the group Citizens-C's, and the abstention of the groups Popular and Win San Javier.
The Plenary rejected a motion of the socialist group on the national pension system, which agreed a battery of agreements such as the repeal of the legal changes introduced in the 2011-2015 term, with the vote against the Popular group, the abstention Citizens-C's group and the favorable votes of the Socialist and Win San Javier groups.
Also rejected another motion of the Socialist group on electromagnetic pollution and its effects on health that included a battery of national, regional and local measures, with the vote against the Popular group, which rejected the technical considerations of the motion, and the vote favorable of the Socialist group, Win San Javier and Ciudadanos-C's.
Finally, the Plenary approved, with the votes in favor of the popular group and the abstention of the rest of the groups, several files of extrajudicial recognition of credits, necessary to pay the invoices corresponding to 2017 received as of January 1, 2018, for a value total of 1.2 million euros.
