Motion on the creation of a Drone Unit against burglary and fire in rural areas

The Plenary approved a motion presented by the group Citizens-C's in which the Governing Council of the Autonomous Community of the Region of Murcia is urged to develop the agreement already adopted in the Regional Assembly on the creation of a Drones Unit against Theft and Fire (UDRI) in the rural environment and study the creation of one of these units in the rural environment of San Javier.

The objectives of this Unit would be the preventive surveillance against fires, the security of the agricultural exploitations and the guarantee of the correct use of the water.

The motion also requests that the professionals involved be trained in the handling of the new technology and asks the Government Delegation for the urgent assignment of personnel to monitor security in the San Javier camps and districts, in addition to requesting to the Local Safety Board to draw up a plan coordinated with the future UDRI to combat cases of insecurity in San Javier.

The motion was approved with the abstention of the groups Win San Javier and Socialist, for the lack of a previous regulation on the use of this new technology, and the favorable vote of the non-attached councilor and the Popular group.

The Councilor for Security, Teresa Foncuberta recalled that the Local Police Service of San Javier is already working on the use of a drone for security issues, as well as the experimental project that the Autonomous Community is currently developing in this regard. of drones for the prevention of fires in forestry.

The Plenary approves rejecting and reopening the recruitment file for the improvement of public lighting for the accidental breakage of three envelopes in the tender

The Plenary session ratified with the unanimity of all the municipal political groups the agreement of the Local Government Board, which rejects the procedure for the joint contracting of project drafting and execution of improvement works in public lighting in the municipality of San Javier and start a new procedure, in order to ensure maximum transparency in it, explained the Councilor for Recruitment, Teresa Foncuberta.

The mayor explained that the adoption of this agreement is motivated by the fact that in the contract file of the aforementioned works there were three envelopes, which contained the proposals of three companies, which were broken, accidentally when overloaded, before its public opening.

The councilor noted that it has been preferred to ensure maximum transparency in the procedure, so it is agreed to return the tenders to bidders and convene the new procurement procedure, according to the same list of clauses and technical bases approved.

Unanimous agreement to recover 100 meters illegally occupied in a municipal plot

The Plenary unanimously agreed to recover officially a part of the municipal plot 16-4, of 3,140.88 square meters, located in the Partial Plan Casa Grande, of San Javier, occupied, without permission, by a restaurant with a glazed terrace of 80 meters and a cabin of 20 meters.

The agreement, once approved by the Plenary, includes that the recovery of the occupied meters will be preceded by the demolition of said facilities by the owner of the premises.

The same agreement estimates the allegations of the owner of other premises on open spaces, such as windows or air vents, on the back walls of the facades that face the municipal plot, which were intended to be closed, when considering, the municipal technical reports that do not there is usurpation of the plot owned by the City Council that was acquired after the construction of the premises.

The Plenary declares void a decree of Urbanism of 2013, annulled by a sentence, to continue with a file of urban infringement

The Plenary unanimously approved the declaration of nullity of full right of two decrees of the councilor of Urbanism dictated in 2013, after having been annulled by a ruling of the Court of Contentious Administrative No. 1 of Cartagena, to be issued after the deadline.

The first of the annulled decrees concluded a file for urban infraction to a company that had built a ship of 2000 meters and a fence of 200 meters without a license in a land located in the place the Foundation, Partial Plan "Himoinsa and Others", qualified as a green zone.

The decree imposed a sanction of 262,240 euros and ordered the demolition of the construction.

The second decree annulled the appeal for restitution filed by the merchant against the first.

The Plenary approved the rectification of the inventory of goods and rights of the City of San Javier on December 31, 2016, after completing the digitization of the inventory, amounting to 440,221,870 euros, accounted for the additions during the year, amounting to 18,950. 848.66 euros and once deducted the losses amounting to 386,756.70 euros.

Likewise, three extrajudicial credit files were approved for a total value of 235,323 euros.
