The Plenary Session of the City Council of San Javier has approved an institutional declaration signed by the Popular, Socialist, Citizen-C's and non-attached councilors, with the abstention of Ganar San Javier, in support of the location in San Javier of the aeronautical heritage of the Infante de Orleans Foundation, based at the San Javier airport facilities.
The declaration, which was read by the Popular spokesman, Carlos Albaladejo defends the installation of "a museum with the most important historical airplanes in Europe and almost the world" based at the San Javier Airport, as an alternative to the future closure of its facilities, considering that it would become a tourist attraction, linked to the aeronautical culture that characterizes the municipality.
The Infante de Orleans Foundation has 44 historical airplanes declared by the State Aviation Safety Agency, which can be seen both in a static exhibition and in flight with an air show held every first Sunday of the month, attracting more of 2,500 fans at its current headquarters in Cuatro Vientos, Madrid for which an alternative is sought with a definitive and future location.
The City of San Javier has been working for some time to turn San Javier into the headquarters of the Foundation and has received institutional support from associations and business institutions in the region and the region, explained Albaladejo, who also highlighted the synergies and opportunities that this site would create by its link with the General Air Academy.
Motion on implementation of new judicial bodies in the Region
The plenary approved today with the unanimity of all political groups a motion presented by the Socialist group in which the creation of 27 judicial units is requested with their corresponding judges, lawyers and officials distributed in the different judicial parties of the Region of Murcia.
The motion addressed to the regional government for its transfer to the Ministry of Justice, the Superior Court of Justice of Murcia, and the General Council of the Judiciary also requests the implementation of the three new judicial bodies already approved by Royal Decree 902 / 2017, from October 13.
Promote the Justice Campus of Cartagena and expedite the construction of the Palace of Justice of Lorca complete the request for improvement of Justice in the Region approved today by the Plenary.
The councilor Teresa Foncuberta recalled the efforts made by the City of San Javier through the Ministry of Justice for the improvement of justice in the municipality as the conversion to magistrates of the judges of San Javier, and announced the request of a meeting with the current responsible of the Ministry in the same sense.
Motion on modification of the Tax on the Increase in the Value of Urban Land
The plenary session today approved to urge the Governing Council of Spain to amend, as soon as possible, the Tax on the Increase in the Value of Urban Land, known as "Goodwill", as proposed by the Federation Spanish of Municipalities and Provinces, FEMP.
The FEMP claim, which includes the motion, is based on the ruling of the Constitutional Court declaring the municipal capital gain null when there has not been an increase in the value of the property in question.
The motion, presented by the Socialist group that was supported by the rest of the political groups, urges the Government of Spain to create a compensation fund that contemplates the loss of income that may result from the modification of the aforementioned tax to municipalities that are those charged with collecting the surplus value.
The text also includes an amendment by the Ciudadanos-C group so that the City of San Javier conducts a study on the capital gains collected and that have not been prescribed to determine the amount that would have to be returned to the taxpayers in accordance with the recent ruling of the Constitutional Court on the matter.
Other issues
Among other matters, the Plenary took cognizance of the annual report of the Accidental Auditor in relation to the expenses approved in 2017 against the Comptroller's objections as well as the justification report of the Mayor in relation to said expenses attributable to basic municipal services that can not be offered or suppliers derived from an expired contract, whose services are essential until new hiring, explained the councilor for Procurement, Teresa Foncuberta.
The mayor reported to the Plenary of the state of the contracts with repairs that are already in process and announced the existence of a draft for the future Municipal Ordinance of Management and Collection, which is pending to inform, and the creation of a post of tax inspector or tax collector, as claimed by opposition groups.
Likewise, the Plenary unanimously and unanimously approved the record opened for the award of the 49th International Festival of Theater, Music and Dance to dancer Sara Baras.
The councilman of Culture, and director of the Festival, David Martinez thanked the support of the House and the neighbors to the aforementioned file and stressed that for the first time the Festival Award will be given to a representative of the dance discipline.
Sara Baras will receive the Award on August 24 at the end of the show "Sombras", with which she reviews her 20-year career.
The Plenary approved a credit transfer of 350,000 euros, from items not used so far this year corresponding to the emergency service and surveillance on beaches for an amount of 150,000 and the maintenance of parks and gardens amounting to 200,000 euros. destined to the games of Celebrations, maintenance of illumination celebrations, and acts Anniversary AGA.
The councilman of Celebrations, Pedro Lopez justified the transfer by the fact of the advance of the closing of exercise 2017 to December 31, which caused that the expenses of the celebrations of San Javier of December of the past year were paid by dates charged to the departure of 2018. The agreement counted on the votes in favor of the Popular group, the abstention of Citizens, Win San Javier and the non-ascribed councilor and against the Socialist group.
Finally, the Plenary approved, unanimously, the recognition of compatibility to a municipal employee for the performance of a second job in the public sector, as an associate professor at the Polytechnic University of Cartagena and two issues of urbanism of an administrative nature, one reference of them to the new text of the Modification n ° 3 of the Partial Plan San Blas and another to the Modification n ° 1 of the Partial Plan "New Lands".
