The mayor of San Javier, José Miguel Luengo pointed out today that the suspension of summer festivals, celebrations and other cultural and sporting events due to the pandemic has meant a saving of € 1,447,000 that has been invested in defraying the extraordinary expenses that both the pandemic itself and the DANA of December and the storm of last January have caused the municipality, which has meant a total investment close to 2 million euros. Mayor José Miguel Luengo recalled that the expenses caused by the pandemic have already involved an investment of 1,181,000 invested in the reforms of the health centers of El Mirador and Santiago de la Ribera to adapt them to COVID regulations and a significant reinforcement of Social Services with an extra contribution of 242,000 euros.
There has also been an unanticipated investment in Education amounting to 115,000 to reinforce cleaning and disinfection and other improvements, not forgetting the reinforcement of Citizen Security, investment in New Technologies to improve the online operation of the local Administration, and infrastructure and sanitary equipment. José Miguel Luengo highlighted the fact that he has been able to reduce spending on celebrations and events because, in addition to the unforeseen expenses, there is a 9.5 percent drop in municipal revenues, which is 4.3 million.
The fall in income, which was already reflected in the modification of the budget that took place in April, is due, the mayor explained, to the decision not to apply the garbage rate, and not to pass on the rise in water to the neighbors, or the exemption of the terrace tax for the hotel industry, which is maintained in 2021, without forgetting the drop in construction licenses, among other things. Luengo admitted that "without a doubt it is being the most difficult year to fit the municipal budget" and recalled that together with the expenses caused by the pandemic, we must take into account those caused by the last storms that have involved an investment of around 800,000 euros, to repair the damage caused by the floods, as happened with the conduction of drinking water supply in La Manga, the wiring of the Estacio bridge, the repair of the pavilions of San Javier and La Manga, among many other repair works and replacement of services. Luengo admitted that the situation has been "a real challenge for the municipal coffers that we have still been able to face" and highlighted the help that the suspension of all kinds of events has meant, which has allowed us to rationalize spending and prioritize investment in minimize the impact of the current health and economic crisis among the residents of the municipality.
