The full council today approved a Finance Plan for the period 2016-2017 with which it is intended to correct the increase in spending reflected in the budget settlement of 2015, due to the inclusion for the first time, the contract for refuse collection and street cleaning after the launch of the new service in December 2014.
The increase in spending reflected in the 2015 accounts was 1.4 million euros in gross terms, representing an increase of 5.7 compared to 1.3 spending set by the Government of the Nation, "which forces to make an Economic Plan although other variables are positive and municipal debt which stood at 28.5 against the authorized maximum of 75%, short-term debt with an average payment to suppliers 15, 45 days against the maximum of 30 days, or the surplus of 2015 was 683,000 euros, "said the mayor of Finance, Carlos Albaladejo.
Albaladejo said the plan approved today by the House to correct the deviation of expenditure in the accounts of 2015, includes three measures, one of which will involve the implementation of a fee for garbage collection, which did not exist in the municipality of San Javier, with expected an increase in annual revenue collection of 2.3 million euros, above an initial estimate of 5 euros per month to be included in the water bill.
The second measure consists of a Comprehensive Energy Savings Plan, which is already underway, with a saving of 700,000 euros is estimated, by replacing much of the public lighting, for already available financing through a loan Jessica-Fidae;
energy improved lighting and heating in municipal schools and sports buildings, and the tender for electricity supply service and maintenance of public lighting.
The third measure will entail the dissolution of the Municipal Sports as an autonomous body "that was effective when it was created but which now carries administrative duplication, and delay in the procedemientos" said Albaladejo, who is also Councillor for Sports, and clarified that the measure would not change anything because the service provided is solely of an organizational nature.
The Economic and Financial Plan, which will be presented to the public for a period of 30 days, and requires previous agreements in each of the points to be effective, was approved with the votes for the Popular group and Councilman not assigned;
Citizens abstention group-C's and Earn San Javier, and vote against the Socialist group submitted a request rejected by the plenary, to postpone the approval to negotiate a new proposal.
The opposition groups were in favor of the abolition of the PDM, and the Energy Savings Plan, but disagreed with the creation of the garbage rate.
The Councillor for Finance, Carlos Albaladejo announced the intention of the government team to lead the next plenary amendments to various tax statutes, with reductions that offset the creation of the rate of waste, as a reduction of property tax, and other tax benefits that contribute to boost the economy as reductions in the rate of occupation of public roads, or IBI for establishments open all year, car tax for clean, minor works licenses for reforms in shops, among others.
