The Plenum of the San Javier City Council today approved a motion of the Popular Group to show their "unconditional support and support to the National Police and the Civil Guard in their work to defend and protect the rights and freedoms of all citizens."
The motion was approved with the favorable vote of the Socialist groups, Citizens-C's and the non-attached councilman, and the abstention of Ganar San Javier, whose spokesman expressed support for Civil Guard and National Police.
The text approved by the Plenary condemns "the systematic harassment to which its members are being subjected by violent acts, regardless of the ideology in which they are protected, as well as any type of action or statement that justifies, protects or undervalues ​​those acts."
It also rejects "any undemocratic conduct that threatens to coexist in peace and freedom, and that tries to undermine the foundations of our democracy."
The motion urges all Spanish institutions to "use with determination and firmness, as well as from the proportionality and opportunity, all the mechanisms which, in defense of the sovereignty of the Spanish people and of the general interest of Spain, attribute to it the Constitution and Laws, "and to act" with the tools of the rule of law, against initiatives that seek, from illegality and against the democratic will of the Spanish people as a whole, to violate our constitutional framework and the unity of Spain. "
Unanimity to ask for salary equalization of the National Police and Civil Guard with autonomous police
In the same plenary, a motion of urgency was presented by the Ciudadanos-C's Group in which, after denouncing the "discrimination" existing between the National Police and Civil Guard with the autonomous police, urges the Government of the Nation to to "equate the salaries of the Civil Guard and the National Police with the autonomous police and improve the working, professional and social conditions of both bodies, so that they can exercise their police work in dignified conditions.
The Plenary supports the recovery of office of a portion of municipal land in La Manga
The Plenary held today in the City of San Javier unanimously approved all municipal political groups to recover ex officio a portion of municipal property land located in La Manga del Mar Menor and dismiss the allegations made by the company Promociones Sabicasa SL occupies the aforementioned land with the installation of two terraces on 447 square meters of a surface of 3,360 square meters of municipal ownership destined to systems of free spaces.
The agreement adopted by the Plenary indicates that the execution of the recovery of the land, should be preceded by the demolition of the terraces installed once it acquires firmness in administrative way, the order that is dictated in that sense in the resolution of the restoration file of the urban order that was opened in the Town Hall of San Javier in May of 2017.
The land in question, which appears in the Municipal Inventory, comes from a free transfer of 3,360 square meters made by Best Spain, SA in favor of the City Council in 1994, located in the polygon K-1, plot A-4, of La Manga del Mar Menor, where the municipal inspection report included the installation of two hotel terraces, one closed with an area of ​​250 square meters and a pergola of 197 square meters.
In the same plenary session, and in a complementary manner, a motion was unanimously approved by all municipal groups, in which it was agreed not to admit to processing a final appeal for reinstatement filed by the affected company against a maximum term extension, which ends in November, to resolve the file on recovery of the municipal land approved by the Plenum last August, given that the Administrative Procedure Act itself states that there will be no appeal against the extension of deadlines.
Unanimity in the appeal of the City Council in the procedure followed against Hydrogea on the complementary fee of 2013
The Municipal Plenum unanimously approved by all political groups to file an appeal against the judgment of the Administrative Court No. 1 of Cartagena, favorable to the administrative appeal filed by Hidrogea Gestión Integral de Aguas, SA against a Plenary agreement of 2015 in which the payment of the additional fee of the concession to the City Council for the financial year 2013 was fixed at 1.4 million euros.
This new appeal is in addition to the longstanding litigation that the City Council maintains with the concessionaire of drinking water, sewerage and wastewater treatment in the municipality, except in La Manga, due to a clause of the contract, signed in 1994 and in force until mid-2019, on the complementary fee.
The fee to be paid by the company to the City Council is set by an applicable formula when the number of accountants is increased by more than 25%, which occurred in 2002.
Other issues
The Plenary, in which it was unanimously agreed at the proposal of the Mayor to leave on the table the approval of the ceiling of non-financial expenditure consistent with the objective of budgetary stability and the expenditure rule for fiscal year 2018, "for its better study due to the incorporation of the ERDF funds of the EDUSI of San Javier ", also unanimously approved the Detail Study, by change of use, of plot 62 of the polygon Y of La Manga del Mar Menor.
Also discussed were two motions that were rejected, one presented by the Socialist Group in which the Government of the Nation was urged to adopt different measures relating to collective bargaining and the labor market in Spain, with the vote against the Popular group and Citizens-C's, the abstention of the non-attached councilman, and the favorable votes of the Socialist group and Win San Javier.
The municipal group of Citizens-C's presented another motion in which the regional government is urged to comply with and implement all amendments submitted and approved in the regional budgets for the year 2017 which was rejected with the vote against the Popular group, abstention the Socialist group and the non-attached councilman and the favorable vote of Citizens-C's and Win San Javier.
