This is a European Commission initiative which commits signatories to municipalities beyond the targets of the EU energy policy with regard to CO2 emission reductions, and the production and use of cleaner energy.
The main objective of this initiative is to reduce CO2 emissions by 20% for 2020, which, municipalities signatories commit themselves to a 20% increase in energy efficiency and cover 20% of energy demand with energy renewable.
Also, the Covenant commitments involve an audit of energy consumption and generation of locally developing a CO2 emissions inventory and the drafting of an Action Plan for Sustainable Energy (PAES), which will boost renewable energy and energy efficiency.
