Take steps to prevent light pollution street lighting projects

The government delegate in Murcia, Rafael González Tovar, and the Mayor of San Javier, Josefa García, presented this morning the project Local Investment Fund in the municipality.

In total, the Government of Spain has approved 17 projects with a budget of EUR 5.162.2167, that will create 178 direct jobs.

Tovar González pointed out that, after being approved projects by the Government Delegation in Murcia at the time, all of them have already been ratified by the Ministry of Public Administration.

This means that once the City receives the MAP notification of approval, it must be put up for tender the works within a month.

On the other hand has also clarified that the Government of Spain, after receiving the initial report of the work which will identify the company that will take place, will credit the City of San Javier 70 percent of the investment, while the remaining 30% will be transferred once the certification of the final work.

At the same meeting also participated Francisco Fernandez, head of the Campaign for Dark Skies in the region of Murcia, as ten of the projects in this municipality include improving street lighting and the specifications considered as a valuable improvement to continue shown in this campaign for the prevention of light pollution.

Fund projects in San Javier

The mayor of San Javier, Josefa García explained the characteristics of all projects in this State Fund, noting that there are many urban actions to be carried out throughout the town.

"Let's urban improvement works in all districts and villages of San Javier and, like the Fund Zapatero, evenly distribute the money among the entire municipality," he explained.

Among the approved projects has emphasized that increased investment will allow the adaptation of plots and connections to external networks of roads and services to the new Hospital del Mar Menor (1.8 M € and the creation of 22 jobs during construction).

These works consist of asphalt paving, and new connections for water and sanitation, street lighting and sidewalks to provide access from Highway San Javier-Sucina the New Regional Hospital del Mar Menor.

Other projects have also been submitted will bring improvements to sports facilities in the municipality in the La Manga (1 sports court and two paddle) and the closure of facilities at the Sports Centre of San Javier (551,000 euros, 27 jobs between the two performances).

Also the network segment substitution of drinking water in the Canal del Estacio de La Manga del Mar Menor (146,000 euros, 7 jobs) and the suitability of a local municipal offices (145,000 euros, 26 jobs) and conditioning The Estate Park Urrea (79,000 euros, 5 workers).

Thus, improved street lighting in The Rocks, Pozo Aledo, Hamlet The Well, Hondo Houses, Roda (407,000 euros, 33 jobs among all).

In addition, two major planned investments in Santiago de la Ribera for improving the lighting and the refurbishment of a roundabout (1.3 M €, 38 new jobs).

Finally, different works will be undertaken to improve urban services in the public library environment and different neighborhoods of San Javier (750,000 euros and 25 employees).

Prevent light pollution

The government delegate in Murcia, next to the regional head of "Dark Sky", Francisco Fernandez, have expressed the need for effective measures to prevent light pollution in the implementation of lighting projects submitted by municipalities in the region under the Local Investment Fund.

He explained that 35 municipalities in the region have submitted a total of 117 projects that include installing new lighting in streets, plazas, gardens, sports grounds and other municipal environments.

It has also very much appreciated that the municipality of San Javier will assess how improvements in business deals for the 10 new street lighting projects in the county, meeting the criteria for a cleaner exterior lighting brightly broadcast by Sky Campaign Dark.

Precisely in this line, the delegate of the Government and responsible for "Dark Sky" have stressed that improving public lighting should be used to reduce light pollution and light in an appropriate manner, avoiding the emission of direct light to the sky and using the strictly necessary amount of light directing where we need to see: to the ground.

Thus, Francisco Fernandez reiterated some rules to be followed by municipalities when choosing projects that reduce light pollution and energy consumption in lighting

The delegate of the Government is committed to send these criteria to all municipalities in the region and to provide the same information that demand for more efficient lighting from the environmental point of view.

These criteria, detailed in the Campaign's website-www, um.es/cieloscuro- are that:

1) Direct Control of luminous flux: Use only lights without emission to the upper hemisphere in installation position, ie, not letting any light escape into the sky.

In this sense, any light is made exclusively from top to bottom.

2) Control of indirect luminous flux: Lighten as evenly as possible and adjust the lighting levels in the soil than the minimum levels established and / or recommended by the national legislation and relevant agencies in the Canaries Astrophysical Institute (IAC ) or the International Commission on Illumination (CIE)

3) Choosing appropriate lighting: Lamps used more efficiency and less environmental impact for its spectral range (currently, the sodium vapor high and low pressure), and only in very exceptional cases, use other types of lamps.

4) Optimization of the lighting project: In the same light level, using lower power plant, maximum spacing to height ratio of the lights and lower maintenance costs.

5) Intelligent management of lighting: Install remote centers of lighting devices to stabilize the current on and off, and reduction of luminous flux for times of less traffic.

Also reduce consumption in peak hours through the use of flow reducers on the public and / or switching off lights selective.

Completely shut down all unused lights and restrict the hours of lighting monumental, ornamental and advertising.

The application of these would, in addition to significant energy savings and budgetary conditions to avoid environmental, human health, road safety or the ability to observe the night sky.
