A new scandal has occurred this morning at the extraordinary plenary session held in the City of San Javier, Pepa García prevent the mayor's vote only item on the agenda referred to the approval of municipal budgets for 2010.
The draft budget was presented by the government team in the House of January and the day after the debate began, the document was withdrawn unilaterally by the mayor to study the amendments proposed by the Popular Party and accompanied by the relevant audit reports.
Although, as reported by the city clerk, the point should be removed from the agenda of the next plenary session, the mayor ignored and not brought or the February plenary session or the regular plenary session of March.
Given that performance of the opposition groups decided, according to law, requesting the convening of an extraordinary plenary session to resume the approval of the municipal budget.
The mayor spent oblivious to the petition, called the House requested and the city clerk had no choice but to report on 16 March that according to Article 46.2) of the Law on Local Rules of the extraordinary plenary was convened automatically for 12.00 hours on 27 March to treat municipal budget approval.
From the 16th of March when the House convened the council of the opposition have come to the City Clerk for the record about the topic and we communicated that the secretary had no record because, apparently the government team was working on a new draft budget.
Surprisingly, in the plenary session on Saturday, the mayor has shown and read two reports and intervention secretariat dated 11 March that were not on the record and were not provided to opposition groups.
The Popular Party and the Independent Group in plenary could explain the contents of their amendments, which have even been discussed, but at the time of the vote the mayor has decided to adjourn the meeting and has not stopped the vote to occur, despite the protests of all the councilors of the opposition who remained in the Meeting Room, once the government team left him.
During the plenary session of the popular group's spokesman sought legal advice to the municipal clerk at the seriousness of the events that were taking place, but the lady mayor flaunting her? Democratic spirit?
prevented the intervention of the secretary.
The popular and independent study groups on Monday with their respective legal filing a complaint for trespass against the mayor Pepa Garcia based on the following issues:
- Prevent the vote of a standing item on the agenda of a City Council, but has decided that full withdrawal
- Prevent the city clerk to advise the municipal corporation, and not just the government team
- Not available to opposition groups in reports of the secretary and the municipal auditor who had been made on March 11 and should be the secretary on March 16, when the House was convened.
Popular Party also examine the performance of both the secretary and the municipal auditor, as the supreme guarantor of compliance with the law by the socialist government team of San Javier.
